The Police Intelligence and Professional Standards Bureau (PIPS) formerly Monitoring and Inspection Unit (MIU) of the Ghana Police Service is a unit set up to receive and investigate complaints from the public about the conducts of police personnel. The Unit has its office located on the forth floor of the National Headquarters and it's headed by an Assistant Commissioner of Police.

In order to be abreast with contemporary Police practice on the enforcement of International Human Rights Standards and the monitoring of crimes and criminals, a new Unit "POLICE INTELLIGENCE AND PROFESSIONAL STANDARDS BUREAU" [PIPS] has been created with immediate effect.

The functions of PIPS shall be:

i.   Collate and con-ordinate the gathering of information and intelligence on crimes and criminals and prepare statistical data on prevailing crime trends throughout the country;

ii.   Develop in collaboration with Criminal Investigation Department (CID) Headquarters and Regional/Unit Commanders a criminal Intelligence apparatus for the Police Service;

iii.   In collaboration with CID, co-ordinate programmes for training of Police Officers in Criminal Intelligence;

iv.   Monitor compliance with international Police Professional Standards, Human Rights and the enforcement of Democratic Policing principles;

v.   Copnduct regular inspections of Police Stations, equipment, records, documents and other facilities in accordance with the guidelines provided in the relevant Service Instructions, particularly, those relatingto the following Service Instructions;

      Si.154 - Criminal Records;

      SI. 155 - Proof of previous convictions;

      SI. 157 - Crime Returns;

      SI. 161 - Wanted Persons;

      SI. 162 - Police Gazatte;

      SI. 163 - Spervision of Known Criminals;

      SI. 164 - Convicts on License Supervision.

Vi.   Investigate Public complaints, instances of malfeasance and any other acts of omission or commission;

vii.   In co-operation with the Schedule Officer for training, conduct refresher Courses/Seminars for Police Officers in areas where deficiencies are detected in the course of Inspections;

viii.   Invetigate complaints referred by ther IGP on members of the Headquarters Management Advisory Board (HEMAB) on matters bordering on Police corruption, misconduct and other offences criminal or civil;

ix.      Generally, act as an Internal Afairs Unit of the Service;

x.      Undertake any other assignments as the Inspector-General may determine;
